In the interest of safety, Transport WA in conjunction with WAKSA have implemented new laws requiring the use of PFD (Personal Floatation Devices), Flares and EPIRB devices when kiteboarding more than 400m offshore.

On the positive side.
If a kiter is a Vesel with a Skipper, No more restrictions from councils ?

Sounds like a proactive move to ward-off any changes to the requirements in the shore zone, where almost everyone kiteboards anyway.
