We were approached for clarification of the applicable rules regardig kiting between Station Pier and Port Melboune YC. Once explained (5-knot zone, no-boating zones) we received the following:

[quot]
It helps and clarifies my understanding of the rules.
Now, there seems to be one gentleman in particular who refuses to obey any of those rules whilst I and others swim in the aforesaid section of beach.
In fact he has even questioned why we choose to swim there even when conditions are windy.
Rather than spoil it for everyone else and go to the local council what steps do you suggest we take to ensure this one gentleman is brought into line?

[/quot]

If you kite in the said area or know someone who does PLEASE get them to understand that we are all trying to have a good time and not let selfish behaviour jeopardise access for us all.

Rules (clearance and 5-knot) are rules - if they have an issue with the rules then they should take it up with Parks Vic and not break the rules and question the rights of others who in fact do have more right to be there then they do.

I live across the road from there, and too be honest, I haven't seen many kites out in the last while because there has been very little wind, but I've been at Altona most of the time so I guess I don't see the place every day.

There is a Naish out on occasion (I know who it is, so I'll warn him) and he tends to stay in close so I'll warn him about the repercussions. The other North rider I know of tends to stay well away from the beach (outside the 5knot markers) so I'm pretty sure he wouldn't be the problem.

I'd probably suggest you warn the individual that we may not be able to find out who it is so if he see's the person again, its probably worth warning them its a no kiting zone so they can either stay outside the 5 knot zone or pack up and head home.

This one particular gentleman seems to think he owns that stretch of beach and therefore the water. The other guys I am pleased to report obey by the rules.

Any idea what colour kite he uses? Might help identify who it is.

Any chance of getting a picture of the "gentleman" and his kite - post it here and we can all have a go at identification.
