Im just up the road and I always use the south channel island wind meter.
Its not always accurate close to shore, but once your out 100m or more then south channel is pretty spot on.
Remember, the readings are mostly taken from a few meters above ground, not 24m like where our kites fly. I know for fact the Frankston meter is taken from Frankston life saving club, which is blocked by Oliver's hill in a southerly so can't read wind properly.
I learn't today that 18 kts at Fawkner isn't enough.
Also take into account that seabreezes aren't as strong the further south you go on the bay, and if its 18 knots at the beacon you have probably missed it.
