St Kilda.
Seriously. Relatively flat water, wide beach to allow for any mistakes. Its popular with beginners for a reason - it is the best spot if you are starting out.

It also has a 'forgiving' audience. People expect learners there.

Surely St Kilda is not the only place for beginners, and I mean absolute beginners.

Gkawo, working within the parameters of the "near Brighton", I'm struggling to think of another.

Elwood, no beach for launching, too many people near by to hit and hurt.

Hampton, same (Saw a guy who failed to self launch get into a deathloop, and his lines hit walkers bye on the foot path next to the beach and the kite hit walkers by up the bank),

Port Melbourne, limited beach width with clean air (and the Spirit of Tassie Impellers with your name on them)

Altona - can work, but note getting busier these days, plus there are rocks, trees, and a death current of air that has caused deaths and/or comas in recent days.

Now, if someone was to ask my opinion, and I note they are not (for good reason, I'm a jerk) there is what I'd say:

The fact that you're asking the question, is great as you do not want to injure your self or others from being reckless. The position you're in at the moment is indeed very difficult as without a good amount of beach, you can't get proficient and benefit from the other beaches. But remember it's finite, and every kiter goes through it. Also note if you give it a go somewhere that is out of your (skill) depth, and you or someone else gets hurt, then it's likely to result in a ban which will limit your options in the future, when you are proficient.

If I had my time again, I'd ask for recommendations of a good instructor and do an away day with them (i.e. rosebud, Inverloch, etc.) and have them help you fast track your progress. I'd also get them to focus on launch and land launch and land, then water starts. These are the real barriers and until you can hold your line, you'll be confined to St. K or having to drive a distance to get to a quieter beach (like involoch).

Also consider this time of year in Vic is a poo time to kite, so look for kiting holidays that also have lessons (Thailand and Veitnam come to mind). Get proficient, and come back to summer kiting with competency and skill up your sleeve.
Actually, Mentone. Ignore the above, you could try Mentone. Just check you're rigging and kiting in a kiting friendly place. If you're sure, then ask.

Salty is bang on!!!

If you are an absoloute beginner the more beach you have the better it is. St Kilda has many instructors and people there to launch and land your kite.

Altona is only applicable from one end, that is the Apex Park end, and again that is accross the river on the outer sandbank. KSS Altona is the best to do lessons there.

PLEASE do not kite at Altona at any other location if you are a beginner, every other location at Altona has MASSIVE RISKS. There has been multiple injuries and deaths.

Mentone is ok but only kite there if there are other people the beach can be tricky.

I agree with Salty go with a good kite school at Inverloch or Rosebud. Winter winds can be absolutly fierce and unforgiving.

Also if you are not feeling confident Kite Republic has a club you can join and they have ride days with other kiters, that can build up your confidence.

I'm not a complete beginner. I can go downwind and am starting to get upwind. It's just that the chop at Brighton makes it so much harder also with the waves in close to shore.
