I'd suggest staying away from the populated beaches.
Xmas time is crazy with tourists.
One mile could be ok in a NW down the south end.
Smiths lake is a bit gusty with all the hills about and you need 4wd access.
Wallis lake sailing club is a popular spot for windsurfers, but no set up room at high tide.
If you've got access to a boat, Wallis lake channel could work.... But a bit hairy.
Seriously make the trip to old bar,
Turn left at the caravan park and drive through the s bends and turn right onto beach access (4wd) or park and walk 200m
Perfect spot for flat water and access to waves.

Hot in the morning with no dark clouds to the south usually means windy afternoon. Wind turns on early some days NW but I've ridden some crazy 40+in southerlies as well!
