If you really want to kite at St kilda you have bigger problems. Fiji, hawaii, there are lots of places I think I really want to kite. St Kilda isn't high on that list.

Chat to some of the kite schools in St Kilda, one of them may hire gear. It may depend on wind direction though.

just to put it in context. St Kilda is to kiting what the Bondi Beach is for surfing. There's nothing fundamentally wrong about the beach/water area.

Like Bondi, in summer it has many tourists and learners getting in each others' way. There's no reason you shouldn't have a good time there though.
