Kite on Elwood beach

Hi,
Yesterday I saw 2 guys kiting on Elwood beach, north of the sail club, just in front of the car park. Was wondering if it was allowed to kite there, at least when nobody is actually on the beach?
Not ideal spot as the beach is quite narrow but walking distance from home ;-)

BTW, if you have a source where to check beach restriction, would be great,

Some quick investigation (I'm bored at work..) led me to this:

Looks like you can kite but you need go under 5kts.. I don't know how fast that is. I think it's unrestricted once you get 200m off shore.

Technically no, but if you're not an idiot and go out when the beach is empty and it's cold in 25-30 knots, it's unlikely you will get complaints.

Unfortunately, there are a lot of people who are idiots who go out when it's 15-20 and 35 degrees when the beach is packed and then drop their kites on people's heads. This is unfortunately who the zoning is in place.

There's also stuff all beach and a busy walk and cycle way. I'd recommend people do not kite there... it only takes one wrong gust and it's curtains.
