More kiters looking to get us all banned??

We received the following today from Parks Victoria:

Hello all,

Parks Victoria has received a complaint from a local resident that swims down at West Beach that kiteboarders are abusing him and telling him to leave the water.

Can you please reiterate to your members and instructors that they cannot do this and that they need to revert to 5knots within 50m of a swimmer [and maintain a distance of 50m from swimmers] in the water?

I know that your members and staff are aware of this and that it is probably other individual kiteboarders that are displaying this behaviour.

KBV also received a complaint from a swimmer on a beach near Kerferd Road - the kiter sailed and turned close to the swimmer and sprayed her - twice. This was no accident and is a contravention of the safety/boating rules we are expected to observe.

KBV WILL BE WORKING WITH PARKS VICTORIA AND LOCAL KITERS/SWIMMERS TO IDENTIFY THESE INDIVIDUALS IN FUTURE - THIS BEHAVIOUR IS NOT ACCEPTABLE FROM ANY KITER - KITERS THAT ARE IDENTIFIED MAYBE FINED BY THE LOCAL COUNCIL OR PARKS VICTORIA.
