You normally have to provide proof of residence (utility bills and registration papers or car insurance). The papers have to tie the actual vehicle registration to the address given or they won't issue a permit. Visitors permits do not offer beach parking so these can't be used.

www.portphillip.vic.gov.au/default/Parking_Permit_Application_form_2010.pdf

Check the form and you'll see you need two residential proofs and one vehicle proof.

Not talking about applying for permits - i am talking about swapping exisiting (spare) permits. Bayside permits do not have serial numbers or rego numbers on them.

i believe the new bayside permits do have rego's on them or they are not removable like normal rego. I'm not 100% sure on this though but when i was trying to steal my parents thats the reasons they gave me

The ones in port phillip bay (or at least the st kilda one's I have) are all linked to the registration number so you can't just swap them because they have the rego on them. They are a sticker which goes on the inside of the window. If the parking inspector checks the parking permit, you'll get fined. The only ones which don't have rego's are visitors permits who are not valid for beach parking and I'm assuming thats what you want.

Visitors permits are not of any use and if the regular resident permits now have rego's on them then COPP has foiled the plot....
:(
Such is life....
