If its really SE then St Leonard's (South end: launch near boat club carpark or North end go across from Salt Lake). Indented head at the hopefully empty caravan park is also fun but choppy. They mentioned the possibility of Easterly mid week in which case it would be worth going to Portarlington, clean water and sand. Amazing at low tide on Easterly.
Its been years since I windsurfed at Swan Bay (end of Swan Bay Rd) but if you can launch OK there it could be really worth exploring. I have been meaning to check it out again.
Will have my helmet cam along so I should be able to give you footage if I get down there. thanks for the update.
