Was at the beach yesterday - Brighton Bathing Boxes and saw a guy kite through the no boating zone on a downwinder. By my estimate the closest he came to the beach was 30m on 1 run, and there were about 3 runs in the no boating zone. No danger to anyone but the SLSC get sh!tty about it and they have been advocates for us.
