is allow everywhere but respect the surfers and the swimmers. try to go when is low tide because in the west coast there is no place to launch the kite when is high tide. Except for a few places and you will get to know them as you drive up and down the coast. kiting in the surf is a lot more difficult. Start at ocean grove at low tide . Most of the time the wind is onshore. Point Danger and 13th beach is the next level. cheers
