kite size for 5"8 and 70kg plus Melbourne whether?

You could probably get away with a 10m. You may want to add 7m later. It does depend on the kite, some are gruntier than others

10m for average wind condition.. 7m for 30knots up...
i would stick with a 10m if i where you and get something with a broad wind range.

Agree with everything said here.
I'm 75kg, and use my 2009 10m 90% of the time.
I'm told with the most recent kites you can drop down a kite size, so if you have a brand new kite you may get away with a 9.

Yup. If you get a Rebel you could switch to a 9m easily. I bought a 13/10/7 combo of 2012 Rebels and I use my 10m most of the time. The 13m only really gets used on the light wind days and I'm 80kgs.
