I have not kited the Island, but I have surfed it for years and know it like the back of my hand. Flynns Reef is perfect for surfing when the winds are S-SE and swells over 2 mtrs out back. But for kiting it has to be the opposite, all the way from the North. So you'll have to time it when it's wind blown on a NW-N, maybe NE wind but expect it to be gusty and unreliable due to the land mass across the bay.
Good luck and let us know how you went. Mind you, the surfers there will not appreciate you kiting in their mecca surf spot - even if it's on shore and crappy to surf in. Phil Island surfing locals are nazis.
