I am heading to Melbourne next week from WA and the forecast is for NE winds 15-20knots- Is there anywhere in Melbourne to go for a kite in these conditions?

head down the mournington peninsula to rie rosebud front beaches great flat water

You'll probably find some decent wind down at Phillip Island, also Point Henry won't be bad if it's N/NE.

we'll be Road Tripping to Rosebud leaving 830 tomorrow morning from Kite Republic base at St Kilda West Beach. Should be an awesome one!!!
