I head up to coral Bay each Easter and always take the kite gear (blew its T**S off this year). Word of warning though you cannot kite in the main bay, you need to walk north around the edge of the bay to the next mini bay, the shark nursery. There is a small sign you can kite north of this. Really flat water, mini reef at low tide. Now as its a nursery don't know what the reef shark and pointers breeding season is but I know its clear at easter.
You are only 50 minute drive from exmouth, but you will have to drive up and over to get to the kite spots, so probably 90 minutes. Would reccommend you take a repair kit with you, as there is no place to get a repair done, not even a sailmakers (Kitefix do a good on for about $85 you can get from kitepower i think), and there is a lot of sharp kitehating coral up there. Oh and get some cheapy crocs from target or woolies.
