yep, based on the latest google map satellite image of Augusta:
goo.gl/maps/gmTf9Ke4ms22 the river does seem a lot dryer and you can see the sand bars and very shallow spots/algae. You will still be able to kite, you'll just have less area to play with. You might have good forecast for Augusta from this Sunday onwards.... (SE winds)
Albany is a good option for flat-ish water in the Inlet, however, the forecast for Albany is pretty bad right now
If you're really looking for a kite trip right now with the current forecast it's best to head North and explore. Plenty of flat water spots to discover if you search a bit and get creative.
