A colouful Cardinal

I just got back from a trip to Vietnam. I spent 2 days in the Ha Long Bay area which was pleasant with some beautiful scenery. We enjoyed some kayaking, exploring caves and plenty of Ha Long Bia (beer).

The navigational markers all seemed familiar except for the one pictured. Does anybody here have an idea on its meaning. My initial thought was just the standard West Cardinal marker, but the port and starboard colouring through me a little considering all other markers were standard

Perhaps a west marker with reference to the mother goddesses of water and land as per the excerpt below:
"In most temples and other places of worship, in the north of Vietnam at least, a trinity of Goddesses are represented: the Goddesses of Heaven (white), Water (red) and Mountains and Forests (green). However, in many texts four Mother Goddesses will be represented, including the Goddess of Earth (yellow)."

Keep west to stay in the water (red) and out of the mountains and forest (green)?
