I have a yacht which used to be in a berth but now sits in the harbour in an exposed position. I wish to raise the anti-fouling two or three inches as it's not high enough above the waterline. Does anyone know if this is possible, difficult or expensive if done when being anti-fouled.

I had the same problem on a run about I own. Its easy, give it a good acid wash, check out whether the current line is accurate, if not ajust, measure up from the current line and mask with a PVC tape, usually red, then sand really well with some 120. If you use normal masking tpe the thinner in the paint will disolve the glue on the normal masking tape and in a few months it will get a brown stain.
Use some epoxy primer, 2 coats, tack coat on tack coat, and once the epoxy is touch dry put 3 coats of antifoul on, a bit more on leading edges. If you leave the epoxy too long it goes beyond its 'window period' and the antifoul won't stick unless you give it another sand.
If you have a pinstripe on the water line of vynal sticker material it will be a hell job to get it off, heat gun mm by mm and trying to get the glue out of the gel coat is also a mission, the only stuff I could get to remove it was Dulux Epoxy Thinners.
I stripped all the antifoul off the bottom of a previous boat I owned, to put Copper Coat on, and getting the water line sticker off was by far worse than getting the antifoul off.
Hope this helps
