Aside from Marine Rescue Broken Bay, is there any boat towing service (on the water) left in the Pittwater area?
Seatow was good but closed down I think.

I see a lot of the slipways towing boat with their workboats to get antifouling etc done but I don't know of a towing service as such.

You could use the international signal of waving a tow rope at passing power boats, with a pleading look in your eyes. Worked for me!
