Lay the damaged area out onto a clean smooth surface with the torn bit as close as possible to the original. Lay a strip of sticky back along the whole length of the tear [50mm wide]. Do both sides. Then zigzag stitch around the outside edge of the sticky back a couple of mm in from the edge.

Sail looks pretty old, as is the case OK to do cheap repair to get a bit more out of it. But need to think of replacing if you put yourself in situations where you need to rely on it.
Use insignia cloth (stickyback) to patch up (make sure it is washed in fresh water first, salt will affect the adherence). Then follow the given advice to sew about 10mm inside the edge of patch, needle holes in old cloth will create an perforated effect and tear easy. even then you will need to be gentle on usage!
