Wouldn't it make more sense to do it in a populated highly visible area to get the point across? The Cott - Scabs stretch isn't exactly accessible, would have thought something like Scabs - Hillaries would have been better.

Good point S4F.
They are possibly a bit worried about paddling that stretch because of all the shark sightings around Trigg lately.
