I have an old carbon paddle, which is starting to deteriorate on the surface of shaft. I was a great paddle. Should I dump it or is there a fix?

If the carbon fiber is not degraded, just apply some protective varnish of a very thin layer of epoxy resin. (I wet a glove with epoxy and pull it across the surfaces to make a poor man epoxy varnish)
If carbon fibers flakes are getting off, dump it.
