I lived in Jakarta for three years back in the mid 90s and drove down there for a weekend once. The road was not too bad by indo standards and it took me about 3 or 4 hours. Interesting and fun drive if you like going through the odd village and market, dodging chickens and avoiding kids on the side of the road holding up prawns for sale. The surf wasn't any good when I went .... rough as guts.
If you're planning on hiring a car for a the trip consider hiring a driver with his own car instead ... won't cost much more and then you don't have to worry about breaking down etc. It may even cost less to get a driver and his car than to hire a car and pay for insurance, plus you are providing employment to someone hard up for a buck. Drivers also often know the good spots to get food and will look after you.
Otherwise if you are on a budget you take the bus to Bogor then the bus to Pelabuhan Ratu. Get the airconditioned one!
Watch out for the queen of the south sea "Ratu Laut Selatan" .... according to locals she's a half mermaid half human and likes to capture handsome young men and take them to the bottom of the sea. Apparently you also shouldn't wear green in the water down there either. Luckily she left me alone, probably because I am neither handsome or young.

there is a street in jakarta called "jalan jaksa" this is where you can stay in decent, cheaps places and also where drivers are used to taking surfers to all parts of west java for fair prices. freeline surf company used to run part of their operation from this street too. but check things haven't changed because i havent been there since the mid 2000s.
