Whats your opinion.... my cams rotate cleanly on my sails when downhauled for average conditions, but when I downhaul for max. conditions, they only half rotate, and only 'pop' fully when powered up. Add cam-spacers, or remove them?

Remove them. I always set my sails up for relatively hard rotation though and kick the bottom one if I have to then the rest click in.
