I sail Hatteras yearly. Their are 2/3 shops. Ocean Air, and Fox, and in Salvo Barton's. Rental from the first 2 .Ocean Ar is a full service shop , which you can sail from. Canadian Hole in Avon is the most popular spot to sail, free, showers and restrooms. The islands curve, the best location to sail vary with the wind direction. Ocean sailing in particular. Soundside sailing is very popular. Sailing starts at Rodanthe village, thru Salvo and Waves, then Avon, Buxton, Frisco then Hatteras village itself. Their is a another sire to sail that I quite like, it's Salvo day use area, also free, with restrooms and showers, lot lots of kites.And Quebec girls.
as far as where to stay, renting a house is the most economical, ocean side is more expensive. A central location , is most desirable unless you can sail from the house. My pick for you would be Avon. Close to all sites. Ocean Air staff is very friendly, helpful, fully stocked and will offer locations that suit the wind best.

Hatteras Reality.
I can aslo suppy the name for a small cottage on the water in Buxton, that would be very reasonable , and nice for 2or 4 people.
i would be remiss if I didn't say, summer is peak season there, rentals go up, from the spring or fall. Wind in the summer are not so consistent. If it were me I would go in Sept.
this is a great area of seashore and history, Black Beard was here, wild horses, shipwrecks, local food, my fav eatery is Pops raw sea food bar, in Buxton, near the Hatteras lighthouse. Free ferry to Oracoke Island from Hatteras village, take car for free, at the end of Hatteras village is a museum Graveyard if the Atlantic,
free, nice on a windless day.
the closest airport with passenger service is Norfolk VA. About 100mile Away.
Having a car , van , suv , almost essential.
to drive on the beaches you must have a beach driving permit, and AWD or 4 wheel.
Ocean sailing is great, with a large local contingent, very very friendly and helpful, talk at Ocean Air to connect.

The soundside sailing is one of the best for new sailors , shallow, chest high in many spots.
