Transit always looks good for a sail on an east or SE wind but I've never seen anyone out there.

The regular sea breeze would would be cross/offshore at transit so if you stack in and break something, next stop would be Hillaries. But it would be a good little wave to play around on.
To get your gear anywhere other than Transit you would need a boat.

I used to fly around Rottnest quite often and never saw anyone windsurfing anywhere there.

Narrow Neck/Stark Bay from my experience is the best spot to wave ride. The wind is true crossoff (very offshore actually) and there are 3 breaks out the back. The break most east is quite mellow, the middle is a bit more heavy with the most west breaking top to bottom once its head+, the only problem with the most west break is that its a left, so you can ride it but it goes dry pretty quick (not to mention very shallow).
From my experience its better to go on a fullish tide for 2 reasons, (1) helps with the swell and (2) dont hit as much reef. Second time i went there i had an awesome sail, 3 of us with head high waves 25knots crossoff for 5 hours. That said i think we winged it some chronic because every other time iv gone back it hasn't nearly been as good. You really need a boat to sail stark to launch off and if anything goes to s*&t and make sure your gear is in GOOD condition.
Personally its a LOT of effort to get there and go wave sailing, its heaps easier to back the car and go to lano. However its worth doing it once because it is pretty fun doing the whole exploring thing.

In terms of freestyle i think the easiest would be Thompsons Bay. If you sail to the very east of the bay there is a lil sand spit and the water is pretty flat on a seabreeze. I dont freestyle so i cant really comment more, but any bay on the offshore side will have flat water.
