BOY ROOM ... how do u use that call/rule in formula windsurfing .. on yacht its a 3boat lengh over lap ... it cant be a 3board over lap can it?

The RRS refer to it as Mark-Room
They define the Zone as an area around the mark that is 3 HULL lengths. (my emphasis).

Rule 18 applies in the Zone.

But you always have to provide the other boat reasonable opportunity to keep clear. 3 Formula Board lengths is about 8m (because you have to measure form the nose to the boomend (if it overhangs the board). At 20kts that is less then 1 second.
I would suggest if you have a collision at a mark where you are arguing whether you were in "the Zone" or not, you will lose, because 1 second will not be enough time for anyone to have "reasonable time and opportunity" to avoid a collision.

The rules are really specific that any collision is a failure of both parties and is treated as such.

Appendix B to the ISAF Racing Rules of Sailing eliminates the concept of the "Zone" as applied to windsurf racing, just as the two-boatlength rule did not apply to windsurfing in the last version of the rules. There's a windsurfing version of the Racing Rules of Sailing with all of the Appendix B modifications built in on the ISAF website. There are a number of other modifications to the rules - it is worth a look. If there is an inside overlap on the final approach to the mark and the outside board can give room at the mark, then the outside board is supposed to give it. Considering that in planing formula races, you're going a gazillion miles an hour towards the leeward mark, the inside board better have the overlap somewhere around 5-10 seconds' time from the mark, keep the overlap all the way to the mark, and make sure the other person sees that.
