I've looked at that, it looks as if it would only be good in an easterly, don't get too many of them round here that are strong enough for windsurfing. Also it would get quite busy with that seaplane and boats all the time.
If you go about 10 k's south of tweed you get to Cabarita, turn right on tamarind street (just before you get to the big roundabout, it's before the shops), follow that road for 300m and it turns right then you can see a lake. This is the closest flatwater to where I live, I go out there for every northerly over 12 knots.
I rarely see anyone else out there, it's mostly waist deep although there is a bit of a hole where they dredged out a shipping channel, it grabs your attention when you fall off expecting to hit the bottom! I usually share it with some swans and the odd sea eagle.

Bottom is muddy sand though, so be prepared to wash your board when you're finished (or don't fall off!).
It's not great in a southerly though, you need to get up the far end and even then it gets gusty. There's a big southerly coming up on Thursday, I'll go up to the Train for that.
