email locosys, the manufacturers in Taiwan. www.locosystech.com/en/page/contact-info.html
They will email you a form to fill out and then arrange for you to send the unit to them with a service number.
Their inspection costs $20 which they then deduct from the repair cost if you go ahead. They will get back to you with photos and a description of the fault and a quote. If it is unserviceable they will replace it for below usual cost. I was very happy with their service.

Since it is out of warranty, you can try what I did with mine when it got some water inside it and wouldn't turn on nor recharge.

Open it
Take the sd card out of it
Put a lot of WD40 in it. Empty it and spray again. Empty it and let it completely dry.
Then I plugged it to the pc and Windows vista asked to find the software on internet and reinstalled it on the device.

I don't know if i was lucky but I did it twice and it works fine now...(make sure it WD40 since I haven't try with anything else).

Thanks for the advice and link, one of my gt31 has just started freezing whilst turned on and I have tried everything. Will be good to get it looked at and hopefully fixed. Just send them a message

This fault may be easily fixed. Similar faults have been solved by updating the firmware. There are threads about it if you do a search.

This is what I tried before I contacted locosys the other day:

Doing a factory reset to default settings and then setting it backup again and then double checking all of the settings.
Different SD card from my other working GPS
No SD card
Reinstalling the firmware
Installing the latest firmware for GT31/GT32
Rolling the firmware back to the previous version
Opening the GPS up and making sure there was no water damage (looked fine)

So I think I have done everything that I can do to try and fix it, please feel free to let me know if I've missed anything

Thanks
