In 2012 I was fined fr not wearing a vest,so wore one & got hammered in 4m wave at Basham bombie as could not duck dive,&broke neck...nearly died at sea...Now the dept has refused my annual request fr permission to wear a smaller vest due to my light weight...at law therefore I am required to wear a full 50N rated vest whilst sailboarding..Haha! Harry the outlaw!!

Then they will ban water sports. Beware of bureaucratic retardation.

As can be the case with this kind of decision making, a broken neck and nearly dying at sea doesn't justify allowing an experienced sailor, with good local knowlage of of the conditions they're sailing in, to wear a smaller life jacket so as to avoid the possibility of serious injury or dying.
