Paynesville is a great spot for flat water sailing. You won't find anywhere better in the area. I camp at Lakes Entrance every January and usually still make the drive to Paynesville for windsurfing because it has more space than anywhere else. I launch of the beach in town there. There's plenty of space for rigging and you can head straight out past Raymond Island. Lake Victoria is huge.

Metung can be ok but there isn't a lot of room and there is a lot of boat traffic.

Lakes Entrance has good sailing on the Cunningham arm if the wind and tides are working well (note profile pic with tide in but unfortunately not much wind). The North arm can also be very good but the wind can be unpredictable.

Lake Tyres has been good in the past but the last few years the water level has been too low to make navigating the channel worthwhile. The recent rains may have helped but I would bet on the mouth being open at the bar which will let all the water out to sea (it was last summer).
