Probably you can find answers to most your questions by googling!

where to say? Best book into a backpackers for first few days
transfer? good luck getting the shuttle bus to take kit, but I think it might be possible as they have a trailer (it goes to freo or city, and quite flexible)
wave board? Look on seabreeze, I have a 67 cheap if your interested

how long are you staying for? generally would recommend buying a van otherwise you will be stuck in perth, plus its probably cheaper than paying backpackers as you can free camp on the road

I found that very few taxis can take gear, as most of the wagons have cargo barriers installed. Maybe a maxi-taxi might take it.

One year, we used an airport shuttle bus to get our gear to the hire car place. I think the trailer had racks built into it to tie our gear to.

Other years I have rented vans from the airport, but I am not sure how many companies do that now. Renting a station wagon would probably be a good idea, as you can usually fit your gear in the back.
