That's a fundamental mischaracterisation of how government funds go towards making the electricity system work.
There is no argument that generation assets wear out and need replacing.
When the various states owned the system, they built generators directly, choosing coal and a bit of hydro because that was cheapest at the time.
Was that a subsidy?
Now that the plants are wearing out and need replacing, they are being replaced with the cheapest source of power.
The government could go back to the model used in the first 3/4 of last century and build it themselves, or they can try to get private capital to do it.
The "subsidies" help attract that investment and would be required at much higher levels for coal or nuclear generation.
PS There's an interesting new floating vertical axis wind turbine design being developed and tested in Sweden and Norway that might get deployed off Newcastle.
