Is that something the council might have installed near the or as part of the meter? New meters about six months before this fiasco.
Looking at this another way, were all the places metered together before? In a unit I used to live in, everyone would share equally the cost of the water usage, as there were not separate meters.
If they have changed to new meters, is it a change to individual meters, i.e. they might have always been using this amount, and never knew it.
