I don't know the current state of these, the availabity or legality.

I have been to most over the years and sailed many.
Starting in the South East of SA and working north.
#8 Mile creek near Pt. MacDonnell
#About 2km North of Kingstone SE (enter off Long Beach Rd.) This would give MANY km of good sailing.
#many salt lakes in the area but most are in poor condition.
#the mud flats near Chinamans Well south of Salt Creek
#The Coorong (hard going)
#Goolwa beach, south of the 4WD beach entry track ONLY .. about 5km of good sailing.
#Aldinga / Sellicks Silver sands beach (now very much a holiday resort so I doubt it)
#West Beach near the Adelaide Shores caravan park ( go north on the beach)
#Largs Bay from the Yacht Club (go north)
#North Haven beach, between North Haven and Outer Harbour
#Start Finsh Line area of the Clipsal V8 track
#Port Gawler
#Middle Beach
#Lower Light Beach ( via Bog-a-duck Rd. [and they mean it in winter])
#Port Germain
#Lake Bumbunga at Lochiel.
#Lake Gairdner
#Lake Gillies
I haven't explored the York and Eyre Peninsula or North of Pt Augusta to much.
