i can see most points being pretty reasonable.
I think the locals have to come up with a framework of rules and the correct kiting procedures in the pond.
The tourists and visitors have to respect such and the schools and instructors have to inform everybody of what to do and enforce it!
I was in safety bay a few weeks back and it all seemed a bit chaotic with instructors being in pond teaching, windsurfers trying to keep kiters out of the lower pond and heaps of guys rotating in circles freestyling behind the sandbank..
you get similar problems at most good spots where you have a lot of people, it is important to respect the locals and ask them what to do and what not!
At the end it would suck to loose a great spot because everybody is just on an ego trip. The locals live there the visitors come and go. Make sure that the pond doesnt get banned and ask the locals about the right way of kiting at the spot!
Signs would be good thats what we have at our local spots so when people do the wrong thing we send them to sign to read it.
There will be more and more people every year so its just going to become worst.

what you mean like the BIG sign RIGHT at the little walkway you have to go through to get onto the spit?
there should not be ANYONE teaching there at all. no ifs or buts the upwind side is the teaching side.

dude once again no one said it's a secret spot just saying it doesnt mean it needs to be broadcasted all over the joint to bring in even more attention.
