It's a one to one device with zero broadcast capability.
Pretty useless as a first line of defence in an emergency.
Agree position skeds are different, we use sat phones or vhf for skeds in all the coastal offshore races now, and have done for a few years.
Using a satphone we just text it, boat name, lat/long, and radio sked id. You then receive a confirmation text in return.
