There are negligent navigation laws.
Those 2 are plenty for him to be prosecuted by the authorities, there were several witnesses. There are other laws too.

Certainly he needs to be made aware that what he is doing is dangerous if he isnt already aware, but until he breaks a law, then there is little anyone can do. I'm not sure the kite mafia idea is such a good one. The beach is public domain.
